How to double cleanse?

I know this might sound like a silly question, but I have been using water-resistant sunscreen and reapplying it frequently. To ensure my skin is thoroughly clean since my regular cleanser seems to leave some sunscreen behind, causing closed comedones and minor breakouts, I want to start double cleansing with an oil cleanser followed by a normal cleanser. Can someone explain the step-by-step process for double cleansing? Should I apply the oil, massage it in, then add water and massage again before using my regular cleanser?

I have read conflicting advice and want to make sure I am doing it right. Any tips from those experienced with double cleansing would be greatly appreciated.
