I’d like to incorporate 1% Hydrocortisone & 1% Hyaluronic Acid into my homemade lip balm.
Would this technically be medicated lip balm, and would that be regulated, requiring some type of testing/approval/license to distribute?
Are there any safety concerns or factors I need to consider for production or daily use?
Is >97% powder the best/only form of Hydrocortisone?
What form of the HA, Sodium Hyaluronate, or something else?

Are you selling this product to other people? If so, there are absolutely laws and regulations surrounding the use of OTC medicated products.
Also, why would you put a corticosteroid in a lip balm?

I think hydrocortisone could be an ingredient you want to exercise caution with as I’ve heard there’s side effects
The skin of the lips is also thinner than much of the rest of our facial and body skin and where you’d also want to be careful with, especially with actives.
